What Is The Limit On The Number Of Iphones You Can Buy With Your Plan?

Like if you claim to AT&T that the iphone was stolen or lost and you buy another for $399, how many times can you do that?
For instance, if I want to send iPhones to some people I know in Russia, how many iphones can I buy for $399?

    um not sure bout how many times ya cud do it but people practice this thing more often wat if they will come to know so try to lost it after 2 or 3 months
